According to Wikipedia's article about the S.O.P.A. bill if Google were to display copyright infringing websites in their search engines they could face fines and even have felony charges brought against them. I wonder why Bing and Yahoo are so silent about S.O.P.A. if they could be facing the same legal repercussions?

Because Microsoft is using a front company to silently BACK SOPA. That's why Bing is so quiet, and by my understanding Yahoo is heavily invested in by Microsoft: http://thenextweb.com/insider/2011/11/1 ... 27-others/

Very nicely put. But isn't there still some obscurity about who gets punished for say posting a video review with copyrighted content? Is it the uploader, the uploading service, or the websites that display the videos?

In TGWTG case, it would probably mean the Whole Site, over one DMCA claim, so it would be "The Room" Fiasco times 10.
I'm sorry but I see the entire SOPA controversy as fear mongering in a fight that's clearly between Internet companies and Media companies.
But if you want more information on how SOPA, PIPA and COICA will impact fair use -the main concern of media reliant webpages- then please read this enlightening article by PCMag.com regarding the entertainment industry's history of technophobia. http://www.pcmag.com/article2/0,2817,2398993,00.asp
Ya know... I just realized, to me at the moment, what this is semi similar to... Prohibition
Prohibition?
Well yeah think about it a bit, that or im crazy, Prohibition thought the best thing for the country was to get rid of liquor and alcohol right?! Similar thing with this crap they wanna stop piracy and other stuff but what happened with the prohibition? Speak easy, etc, etc same thing would happen here, they woudlnt stop it it would just be redirected and underground believe me us nerds geeks and techno buffs would find a way just like they did with prohibition
